Problem Statement

Current State
The Army uses a proprietary platform to coordinate tuition assistance for service members between the student, education officer, and institutions.

Gap
The contract for the current vendor is coming to an end and the Army has made the decision to award the contract for a new system build to a different vendor.

Desired Future State
This causes my organization to be prepared to transition multiple processes across several different departments to be supported in the new system.

Challenges
The current system has many complex dependencies and requires multiple departments’ interactions to support the effort which makes the transition challenging.
Resolution/Outcome
Outcome: Successful
Timeline: 12 months
This was an extremely challenging transition as we not only had to coordinate internally across several different departments, we also worked closely with the Army, the development team from their new vendor, and in coordination with all other institutions who used the platform. We were able to thoroughly document current state through future state which helped identify data needs to communicate back to the Army’s vendor. This allowed us to manage the old and new system concurrently until a full cut-over could be completed.
